May a car be qualified as modern with arch bar trucks? In interchange service between railroads, definately not. Arch bar trucks were outlawed by the ICC

In interchange service between railroads, definately not. Arch bar trucks
were outlawed by the ICC in 1933. But lumber railroads and railroads, nearly all
shortlines, that were partly lumber railroads, continued to use arch bars
under the log cars, since they did not go offline. However, most of the lumber
railroads were gone by the 1970s, and the few survivors nowadays use more modern
trucks under their log cars, most of which were purchased secondhand from the
      mainline railroads they connected with.
