              I have the same problem except that my top unit is collapsible.
              Initially menu button works fine (because of zIndex > 0 and overflow:
              visible).But when unit is collapsed/expanded, zIndex becomes 0 and
              menu goes beneath the center unit.

              I'm using YUI 2.6.0

                In my usecase,top panel has a split button and some dynamic
                content. If the content is more than i should get scrollbars.
                My approach was to intially avoid overflow: visible. Whenever
                menu button's down arrow is clicked then i make overflow:visible.
                Again i subscribe for hideEvent where i make overflow: auto. This fix
                works ,but i get some flickering effect on click of menu button down
                arrow in top panel. This flickering is because scrollbars come and go
                when menu drop down doesnot find the needed space.
                Any good approach to tackle this problem would be of great help.
