      There's nothing obvious to me about your configuration.  Why don't you go ahead and post this on a URL where we can take a look at it in action.

      As for fixed-center, that configuraton overrides draggability -- if you want the panel to be draggable, you'll need to drop the fixed-center configuration.

      The Dialog Control, like all Container Family controls, will add an iframe shim to block bleedthrough from select menus, which is what is happening in your screenshot.  Dialog should add this automatically for IE6 and below and avoid doing so for browsers that don't need the shim, but you might want to try turning the iframe on for all browsers and see if that makes your problem go away:
