      The "move" event only fires in response to a change to an Overlay's "x",
      "y" or "xy" configuration properties. It sounds like you were expecting
      "move" to fire when the Panel was dragged? In that case you should have
      subscribed to the "drag" event as dragging doesn't fire the "move" event.
