        Not a CSS editor per se, but it does allow you to dynamically edit CSS for debugging. Check out FireBug for Firefox. See this video presentation by its author

          BTW: I've mentioned this before: anyone developing templates for
          OpenCms should be aware of the amazing goodies in the Yahoo UI project
          (YUI). I find the "grids" CSS library exceptionally useful for laying
          out the page (it neatly solves all these cross browser CSS issues).

              On Windows I use Notepad++:

              Combined with Joe Desbinnet's suggestion to use Firebug to test values,
              it has just about everything I want.

              The only thing I'd say I miss would be command completion for my own
              code in different languages. On the other hand, that would more or less
              require the editor to be project aware and Notepad++ has no such ambitions.
