      Member of the Iraqi constitution writing committee, Thamer Ghadban,
      said that the members agreed that the post of the President of the
      country to be an honorary one, while the executive committee will be
      in the hands of the prime minister.

      Ghadban, who presides over the third branch committee in charge of
      discussing the "establishments of the federal government", said he had
      embarked to implement a general principle for the government, on the
      ground of making a separation between the legislative, executive and
      judicial authorities. He added that the committee has chosen the
      parliamentary system with a parliament hold vast authorities.

      On the other hand, Sheikh Nour Eddine al-Safi, chairman of the first
      branch committee in charge of drawing basic principles for the
      constitution, said that there are other several issues where view
      points are different. He indicated that the first matter relates to
      religion and the second to the official language and on whether Arabic
      and Kurdish languages or Arabic alone is the official language for the
      country. Concerning federalism, he said that "all agreed on the
      principle of "decentralization," and that the only issue left is
      whether they will be called federations or states, noting that "names
      are not important."
