      TULKAREM, Palestine, November 3, 2003 (IPC)-- "As long as his corpse
      is being
      held by the Israeli occupation forces, I can no longer have peace and
      quiet",
      Rami Ghnaim's mother of the West Bank city of Tulkarem spoke, after a
      five-month
      long waiting for Rami's corpse, which is still being held by the
      Israeli
      occupation forces, along with 12 other corpses.


      Since one and a half years, the Israeli occupation forces have been
      holding 13
      dead bodies of Palestinian citizens in Tulkarem governorate alone,
      including
      Rami Ghnaim, Ahmad Elian, Abdulfatah Rashid, Saif Allah Badran,
      Sarhan Sarhan,
      Hani Kharboush, Adel Abu Zaitoun, Abdulbaset Ouda, Tareq Abu Safaqa,
      Mahmoud
      Marmash, Moaiyad Ayad, Murad Abu Al'asal, Khaled Sonjoq, Mofeed
      Ashrawi and
      Khaled Abu Alfar, an IPC report revealed.


      In an interview with a local researcher of the Palestinian Independent
      Commission for Citizens' Rights (PICCR) in the West Bank, Ma'moun
      Ateel, he said
      that "Israel, by holding these corpses, has flagrantly violated the
      Fourth
      Geneva Convention for the protection of civilian persons in times of
      war, to
      which Israel is a signatory."


      Ateel added that all relevant international laws prohibit countries
      from holding
      any dead bodies, especially in the case of Israel (the occupying
      power),
      stressing that all these laws along with human rights conventions
      also demand
      any country to hand over a dead body to its family without any delay.


      Noteworthy, Israeli occupation forces, within its onslaught on the
      Palestinian
      people over the past three years, has resorted to holding dead bodies
      of those
      Palestinians killed during IOF offensives on Palestinian cities,
      towns, villages
      and refugee camps. In some cases, IOF uses these bodies as leverage
      against his
      family or relatives, especially if his relatives were members of
      Palestinian
      resistance factions.


      Even in case a corpse is returned back to its family by the Israeli
      authorities,
      the corpse arrives with a closed casket, and the family is not
      allowed to open
      the casket to identify the body, a thing that generates an enormous
      amount of
      anxiety and worry, as some of the dead body's organs might be stolen
      or his body
      mutilated.
