      My name is Diane Brown and a teacher at DeJean Middle. Last year a group of
      teachers in our local Association the United Teachers of Richmond became active
      at large members of the California Federal Teachers (CFT). We sponsored a
      community forum on Understanding K-12 Budgets and our district finances. The
      forum was open to all teachers, district and community members. The forum was held
      February 25, 2005. I remember at least one district board member who was
      running for office attended. Patty Cox, CFT Research Specialist was the presenter.
      I will try to give you a general explanation of "Revenue Limit" based on the
      power point presentation. If you have a fax number I can send you the power
      point presentation.


      Revenue Limit is per student funding that makes up the bulk of a district's
      unrestricted funding. The Revenue limit varies by elementary, unified, or high
      school as well as by high or low wealth.

      The COLA (cost of living adjustment) is reported as a percentage of the
      average statewide revenue limit; it is actually a fixed dollar amount.

      Revenue limits include State Averages for elementary, unified, and High
      School....

      Revenue limit for West Contra Costa Unified was $4,691.01 in 2003-04.
      COLA $117.00, 2004-05
      Equalization $13.06, 2004-05
      Revenue Limit Deficited Base $4,859.83 2004-2005
      Dollar Change between $168.82 2003-04 and 2004-05
      Percentage change $3.60%
