        reduction in CA is that the state doesn't fully fund it. The $9.9
        million from the state needs to be supplemented by $1.8 million from
        the parcel tax to pay for the elementary class-size reduction program
        we currently have in place.

          years before the parcel tax CSR encroached on the
          general fund and therefore took away from other
          programs. The parcel tax helps ensure that it
          remains.
