OK I am a little confused on this member. She has been around the
CBOC as far back as 2002. She is an employee of Contra Costa
County Board of Supervisors District 2. Gayle B. Uilkema is a
District 2 supervisor. I love Youra's title it's West County
Liason. No job discription. It appears she lives in Pinole, but I
am not sure. That's why I don't get the unincorporated part if you
look at who District 2 serves at http://www.co.contra-
costa.ca.us/depart/dis2/ Oh I just noticed Tara Hills is
Unincorporated District 2. Oh she also took this photo at a Hercules
      award see http://herculeschamber.com/Herculite_Jun05.pdf
Well take a look for yourselves. Maybe you can figure it out. Or
maybe it's just who you know…

#12 Andres Soto – Category Unincorporated Area recommended by
Supervisor Gioia. He was Board approved 5/17/06 and his Term Start
date was 5/05. His term expires 7/07 and he is eligible for a
second term. He has no alternate.

Ok confusion again. He is very well know for a Richmond Progressive
Alliance activist and ran for city council according to
      http://www.gaylemclaughlin.net/press-BDP_03-21-06.htm Now look at
      http://www.gaylemclaughlin.net/press-CCT_7-24-05.htm
I have been looking for a connection to John Gioia and only find
      both their name in
      http://www.stopurbancasinos.org/releases/release005.htm
Looks like Soto became member by default as he was an alternate
      http://www.wccusd.k12.ca.us/Board/agendas/2005/May/05_04.pdf

Well you can google this guy yourself. To much out there and I have
no ideal who he is and how he make a living.

What I don't get about these Unincorporated appointments is you
would think that they should be El Sobrante Residents. But as some
of us have been saying too much Politic and Gioia and Uikema had to
get their fingers on the CBOC too.

        Hi,

        Re: Andres' Soto

Soto lives in Richmond proper, in the neighborhood known as the North and
East (on Lowell near 23'rd). He has had various jobs such as a lead
organizer in campaigns. He was the Northern CA lead organizer for the
California Nurses Association's fight against Governor Gropenator's ballot
initiatives, as I recall. He is currently working to derail the fast track
plans for urban "Indian" Casinos, which are besieging Richmond, courtesy of
Congressional Rep. Rep. George "No Child's Behind Left" Miller
        www.stopurbancasinos.org .

Andres' is a life long resident and knows (of) all the major players in
Richmond's political scene and is very articulate and astute in many ways.
He ran for Richmond City Council as a Progressive Democrat and was endorsed
by the Richmond Progressive Alliance and the Richmond Greens. He has since
had a falling out with those groups over campaign finance issues: RPA and RG
endorsements do not allow for the acceptance of corporate money. I was a
        volunteer in his campaign.

He was the 5th highest vote getter in the election for city council in the
year in which he stood. All candidates to Richmond City Council are elected
at-large. When Council Member Mindel Penn resigned shortly after the new
council was installed, that council opted to appoint Tony Thurmond, a more
reliable, mainstream Democrat to the council, rather than heed the will of
the people and appoint the next highest vote getter.

Andres' can be reached at: 237-6866.

        For the Greening of Richmond,
        Tony Sustak
