      Just as a bit of background to the parents who are learning more
      about the ever-changing world of CA school finance... 24+ categorical
      or consolidated programs (money that comes from the state for a
      specific purpose) have been combined into six block grants. The block
      grants have different rules in terms of how the money can be spent.
      Four of them are "flexible", meaning that districts can transfer a
      percentage of the money from the grant fund for use in other
      consolidated programs. Ruth Vedovelli usually includes brief
      explanations about the block grants in her budget presentations to
      the School Board. The CDE has user-friendly explanations online at

      If you are on a School Site Council, this is important information to
      know. School site plans are to be updated in the fall, after last
      spring's testing results are announced and after the state releases
      funding to local school districts.
