Back in 1995 when the district introduced the MRAD, Maintenance and
Recreational Assessment District, of $72 per parcel a year, excluding
businesses, they sold MRAD as going to fix the infrastructure of the
schools. What they did not want the public to know is that in the
first years of collecting the $5.2 million a year tax less than
$500,000 a year went to fix the schools. The rest went to salaries
for janitorial, gardeners, vehicle maintenance, glaziers, carpenters,
etc. The MRAD continues to this day, totaling $41.6 million so far,
with only $1 million a year going towards building upkeep. The rest
is still balancing the payroll budget.
The bond passed for Middle and High School renovation and rebuilding
was worded in such a way that part of that money can and has been
used for elementary schools. This is one reason why another bond will
be needed to complete the Middle and High school needs.
If you want a parcel tax to support class size reduction and
counselors you better be on board before the wording goes on the
ballot to word it as such or we will be stuck with the ambiguity that
this board and administration use in bond or assessment wording so
the can slip and slide around the meaning of "is".
