      Chevron won its appeal Thursday to change how the county calculates
      its property tax at the oil company's Richmond refinery.

      The Contra Costa Assessment Appeals Board ruled that Chevron overpaid
      property taxes by at least $12.6 million from 2004 to 2006, according
      to preliminary figures.

      Cities, schools, parks and fire districts countywide that received the
      revenue could be affected if they are asked to pay the money back. It
      was unclear whether Chevron would seek a refund.

      There are a lot of ifs in this story still. Hopefully everything will
      be clarified by next week.
