      Dear Wayland Voter,

      Wayland's projected tax rate for Fiscal 2012 is $20.71 per thousand of assessed valuation, not $19.35 as reported in WVN #416.

      Though Massachusetts municipal tax rates won't become official until the end of the year, the 2012 budget is about 7% higher than the 2011 budget.

      The FY12 quarterly bills mailed to taxpayers a few days ago are based on the projected estimate of $20.71.

      Wayland's 2011 rate of $19.35 is fifth highest in the state. That ranking could change for 2012.

      The Finance Committee and the Board of Selectmen will meet Monday Oct. 3 to discuss applying some free cash to defray taxes in FY 12 and/or FY 13. The Finance Committee meets at 7 p.m. for its own discussion of the issue billed as "FY13 budget - budget planning discussion including Donna Bouchard's email of Sept 26, 2011; projections; use of free cash, continued later in agenda."

      Bouchard's plea at the Sept. 26 selectmens' meeting plea to bring an end to a "free cash generating machine" was reported in WVN #416.

      At 7:50 p.m., the Board of Selectmen is scheduled to hold a "Joint Session with Finance Committee to Discuss Cash Reserves, Status of FY2012 Budget, and Consider Whether to Call a Special Town Meeting to Modify the Funding Sources of FY2012 Budget."

      A Special Town Meeting vote this fall would be required to apply free cash to reduce the tax rate. Budget items approved at last spring's annual town meeting would not change.

      At 8:15 p.m., the FinCom will continue the discussion at its own meeting, according to its posted agenda, with public comment later in the evening.
