      Dear Wayland Voter,

      There will be a forum on Thursday Oct. 18 on a controversial
      Special Town Meeting article that would combine several
      functions into a Department of Public Works.

      The event, at 7:30 p.m. in the Large Hearing Room of the Town
      Building, is billed as a "public forum to learn more about the
      proposed Warrant article." Though there have been questions
      and objections about the selectmen's article from officials and
      other citizens, the format won't be a debate. Representatives of
      the Board of Selectmen, Finance Committee and the DPW
      Assessment Committee will speak and then take questions.
      Still, this is a good opportunity for those who want to air
      questions and ideas.

      The article would make a very significant change in Wayland
      government, eliminating some elected and appointed positions
      and concentrating more power with the selectmen and their
      employee, the town administrator. Among those raising
      objections are members of park and recreation, water and
      septage bodies.

      The Special Town Meeting WVN is scheduled for Thursday Nov.
      Deadline for Comments to State

      Nov. 8 is the deadline for submitting comments about Twenty
      Wayland's Final Environmental Impact Report concerning the
      proposed Town Center development (available in the library and
      the Planning Office). An incorrect date is given in the report's
      cover letter. Please identify the project as EOEA #13844.
