      SB 5291: Jan 29  Scheduled for public hearing in the Senate Committee on Governmental Operations at 10:00 AM. (Subject to change)  The 34th LD will not have another meeting before reorganization--any organizations that will are invited to pile on.
       
      WA State Progressive Caucus Resolution 2013-1
       
      Resolution Against SB 5291 and SB 5317 Requiring Ballots to Be Received by Election Day
       
      WHEREAS voting is a citizenship right and duty, not a carnival kewpie doll prize to be earned by overcoming all barriers set in its way; and
       
      WHEREAS high turnout in elections generally favors Democrats; and
       
      WHEREAS SB 5291 and SB 5317 filed for the 2013-2014 legislative session requires that ballots be received by Election Day; and
       
      WHEREAS in highly populated (and majority Democratic) counties, elections departments are typically far behind in the process of signature validation on Election Day, rendering irrelevant the day when the final batches of ballots are received; and
       
      WHEREAS SB 5317 recommends electronic signature validation, a method that has alredy been rejected as insufficiently accurate by King County Elections; and
       
      WHEREAS anyone concerned with speeding up ballot counting should be advocating spending more money for signature validation instead of disenfranchising the lower income and less frequent voters who typically turn in their ballots later; and
       
      WHEREAS even the Republican Secretary of State (and former county auditor) Kim Wyman has editorialized against requiring ballots to be received by Election Day (http://seattletimes.com/html/opinion/2019828692_wymandaltonopedxml.html);
       
      THEREFORE BE IT RESOLVED that the Washington State Democratic Central Committee recommends that all Democratic legislative representatives vote against SB 5291, SB 5317 and any similar bills that may be introduced; and
       
      THEREFORE BE IT FURTHER RESOLVED that the Washington State Democratic Central Committee continue to advocate prioritizing accuracy and maximum voter enfranchisement over speed of ballot counting; and
       
      THEREFORE BE IT FINALLY RESOLVED that the Washington State Democratic Central Committee send electronic copies of this resolution to all Democratic legislative representatives.
