      Problem: ":e ++enc=latin1 newfile" doesn't set 'fenc' when the file doesn't
      exist. (Miroslaw Dobrzanski-Neumann)
      Solution: Set 'fileencoding' to the specified encoding when editing a file
      that does not exist.
