      Version 6.3 on W2K/XP the "browse sp" command invokes the file browser
      dialog twice (thus requiring two mouse interactions). It doesn't do this
      with version 6.2. Any ideas?

          Yes, it is. If one cannot or does not want to patch the source code and
          compile it, one can download a patched version here:

          http://cream.sourceforge.net/vim.html

          It contains the first 25 patches.
