The Global AIDS Program (GAP), CDC, HHS, is recruiting for several exciting and challenging positions in many of its 25 country programs and 4 regional offices. Fifteen of the 25 GAP countries receive substantial new funding through the Presidents Emergency Plan for AIDS Relief, which involves collaboration among all US Government agencies coordinated by the Office of the U.S. Global AIDS Coordinator in Washington and the U.S. Ambassador in country. The Public Health Advisor in this position serves as the GAP Technical Advisor and functions as the primary technical advisor on HIV/AIDS, Sexually Transmitted Infections (STI) and Tuberculosis (TB) prevention and control activities with primary responsibility for the implementation of one or more comprehensive HIV/AIDS prevention program elements. These include technical program interventions in support of GAP activities. The incumbent is responsible for providing technical program support to the host country Ministry of Health National AIDS Control Program (NACP) with particular emphasis on HIV/AIDS prevention program activities. The incumbent will develop prevention strategies, supervise and monitor program implementation and evaluations, identify program priorities, and work primarily with the National AIDS Control Program, USAID, the Joint United Nations Program on AIDS (UNAIDS) and The World Health Organization (WHO) in the country of assignment.

The Public Health Advisor in this position serves as the principal management and administrative person for all GAP program activities, with duty station in the country of assignment. Responsibilities include administration and management, program planning and evaluation, formulation and implementation of policy and programs, management of resources, property, contracts, memorandums of agreement, and procurement activities. Acts with full authority in the absence of the Country Director on all matters involving nonscientific program operations and field activities. Responsible for providing program and operational support to the Presidents Emergency Plan for AIDS Relief with particular emphasis on HIV/AIDS prevention and related program activities in Mozambique. The position provides advice and assistance on the implementation, direction, and evaluation of the management of program activities funded through collaborative agreements and contacts. The CDC office consists of civil service, fellows, visiting scientists, behavioral scientists, data managers, and local project employees.
