      In Malawi, NDI is conducting a dynamic and innovative program between and among parliamentary committees, civic groups, accountability agencies and government ministries. NDI is seeking candidates for the position of Resident Director in the capital of Lilongwe; a commitment of a minimum of one year is required.

      NDI's program involves targeted activities to strengthen the interface between Parliament and civil society, as well as technical support to individual parliamentary committees and civic networks to build their capacity to better fulfill their responsibilities with respect to Malawi¡¦s good governance. The Resident Director will be charged with the overall management, strategic direction, implementation and coordination of NDI¡¦s work and field office in Malawi, including: overseeing the work of other NDI in-country staff; maintaining close contact and collaboration with program funders; liaising with parliamentary, civic and government leaders; and facilitating cooperation with other international donors providing assistance to Parliament and civic groups.

      The successful candidate will have at least 15 years of political experience as a staff person or member of a legislature at the state, provincial or national level or familiarity with civic advocacy and lobbying. The ability to manage a diverse staff, as well as to provide strategic direction and design appropriate and relevant activities, is essential. Experience working and living in southern Africa or elsewhere in the developing world is highly desirable.


      NDI has been in Malawi since late 1992. Early efforts focused on preparing civic organizations and governmental institutions for the 1993 referendum on single-party versus multiparty governance, and on preparing partners, including political parties, for the first multiparty presidential and parliamentary elections in 1994. From 1994 through 1998 NDI helped Parliament establish structures and practices appropriate for a multiparty legislature, and trained civic organizations to provide civic education, primarily on constitutional principles and human rights. From late 1998 through mid-1999 NDI trained civic organizations and political parties to conduct voter education and election monitoring, and trained women candidates in campaign strategies and techniques for the 1999 elections. From mid-1999 through 2000 NDI helped Parliament activate committees that had previously been dormant, or met only sporadically.

      Poverty reduction is presently the top priority for the Government of Malawi. As one of Africa¡¦s poorest countries, it has qualified under the Highly Indebted Poor Countries (HIPC) program for debt relief. In order to qualify for HIPC debt relief, the Government of Malawi was required to develop a Poverty Reduction Strategy Paper (PRSP), which details the country¡¦s planned public expenditures in key sectors of the economy. In an effort to ensure that the legislature and civil society play a role in overseeing the implementation of the PRSP, NDI designed its current parliamentary and civil society program, initiated in April 2001, around monitoring and overseeing the national budget and the delivery of programs and services most critical for poverty reduction. Both the parliament and civil society are analyzing government spending against the priorities stipulated in the PRSP as a condition for donor debt relief. NDI partners focus on agriculture, education, health and other sectors, as well as the overall budget and the rule of law. Gender equity and empowerment and combating HIV/AIDS are crosscutting elements.

      Primary Responsibilities

      h Plan and supervise implementation of training and technical assistance to parliamentary committees and civic groups to enable them to: interact and cooperate effectively with each other; analyze and influence policy and legislation; oversee and critique the budget and the PRSP; monitor government compliance with the rule of law; and advocate effectively for accountable governance.
      h As appropriate, develop new programmatic strategies and activities based on changing political conditions and in response to needs articulated by partners in Parliament and civil society.
      h Provide day-to-day management and leadership for program staff and field office.
      h Build capacity of NDI/Malawi staff to play a substantive role in program development and implementation.
      h Maintain relationships with key partners in Parliament, civil society, government and the donor community.
      h Oversee monitoring and evaluation of program to determine that programmatic goals are achieved and that financial requirements are adhered to.
      h Coordinate closely with program donors and other international groups providing assistance to Parliament and civil society; as necessary, assist NDI in raising funds for supplemental and/or new programs in Malawi.
      h Ensure all programmatic and financial reports are delivered to donors in a timely fashion.
      h Communicate regularly with NDI/Washington office regarding program status and progress, including the submission of biweekly field reports.


      h Distinguished presence and at least 15 years of relevant professional experience, preferably with Parliament and civil society groups in Africa and with a solid record of generating sustainable results through strong organizational, management and strategic planning skills.
      h Substantial experience planning and mobilizing political and civic advocacy, and facilitating constructive interaction between elected and appointed public officials and civic groups.
      h Understanding of parliamentary procedures in Commonwealth countries and issues related to debt relief in the developing world.
      h Substantial human resources, program and financial management experience, including demonstrated experience working in a multicultural work environment and promoting staff development. Past high-level performance in managing large and complex budgets and a workload that requires simultaneous progress to closure on multiple fronts.
      h Demonstrated ability to analyze political, social and economic issues as they relate to civic interests, and to work effectively with senior political and civic leaders as well as members of the donor and diplomatic community.
      h Strong written and oral communication skills; fluency in written and spoken English; demonstrated ability to write cogent, precise and persuasive communications, including concise briefing documents and comprehensive reports.


      Salary will be commensurate with experience, and within NDI guidelines for the position.
