> POSITION DUTIES AND RESPONSIBILITIES:
> Under the direction of California Department of
> Health Services (CDHS)/Division of Communicable Disease Control/Disease
> Investigation & Surveillance Branch, the Hepatitis C Coordinator manages
> the development, implementation, and evaluation of the California
> Hepatitis C Prevention Program. The incumbent has direct responsibility
> for managing all aspects of the Hepatitis C Prevention Program and is
> responsible for coordination of hepatitis C virus (HCV) prevention
> activities among the affected state departments and local agencies and
> with related federal agencies. The incumbent must have knowledge of, or
> experience in managing communicable disease prevention programs such as
> HIV/AIDS, STD, drug treatment or other similar programs related to
> reducing health risks.
> The Hepatitis C Coordinator specifically:
> Oversees hepatitis C virus prevention activities at the State level;
> coordinates HCV activities with the STD Branch and Office of AIDS,
> Department of Corrections, Department of Alcohol and Drug Programs,
> Department of Veterans Affairs, and other state agencies. Ensures that
> the direction and activities of the program are in line with national
> policy recommendations of the Centers for Disease Control and Prevention.
> Acts as liaison between CDHS and local health departments and other sites
> for outreach, education, screening, counseling, and surveillance
> activities. Gives professional advice on important and complex issues
> such as HCV testing, counseling and treatment.
> Oversees the disbursement of funds to agencies through the Request for
> Proposals (RFP) competitive process, which could include applicants from
> local county health departments and community-based organizations serving
> high-risk populations. Funded agencies and organizations will provide
> outreach, education, screening, counseling services, and evaluation.
> Prepares, writes and edits materials used in the RFP process.
> Oversees the allocation of funds and the curriculum for education and
> training of community-based outreach workers, counselors, and service
> providers. This will include training of counselors working in STD, HIV,
> Drug and Alcohol Treatment Centers, Methadone Clinics, and Veterans
> services centers where staff provide screening, counseling, referral and
> follow-up services to high risk populations.
> Manages statewide educational campaigns in collaboration with private
> organizations interested in hepatitis C activities, e.g., the American
> Liver Foundation, Hepatitis C Coalition, pharmaceutical corporations,
> public health foundations.
> Serves as a resource for expertise and information on hepatitis C
> epidemiology, prevention, and control to physicians and other healthcare
> providers in public and private practice, other health agencies, other
> sections of CDHS, other state agencies, and agencies of the federal
> Provides oversight and leadership in summarizing information and making
> recommendations for the State in hepatitis C matters. Writes and presents
> reports to state, local and federal health officials; may testify before
> Legislative committees.
> Excellent writing, oral presentation and listening skills; proposal,
> grant-writing, and program development skills, particularly in the public
> health arena; experience in relating to diverse populations; adaptability
> to changing and challenging events; familiarity with word processing and
> related technology; superior leadership and communication skills; ability
> to travel extensively in California and periodically nationally.
> Education: Masters Degree from an accredited college or university in
> Public Health, Health Administration, Hospital Administration,
> Comprehensive Health Planning, Public Administration, or a closely related
> health professional field.
> Experience: Four years of progressively responsible experience in health
> program administration, at least two of which must have been with
> independent responsibility for a significant program such as is normally
> found in a complex or departmentalized medical care delivery setting or
> health institution or organization. This experience must include program
> planning or evaluation experience and the making of recommendations to
> management. Possession of a doctoral degree in these fields may be
> substituted for one year of work experience.
