RUSSIAN ROCKET CRASH IMPACTS KAZAKHSTAN RELATIONS
      ------------------------
Although the Russians have agreed to pay compensation for the most
recent crash of a Proton rocket into the countryside, Prime
Minister Kasymzhomart Tokayev told reporters that it was hurting
relations between Kazakhstan and Russia. He plans for his country
to get much more involved in ensuring rockets are safer before
      permitting new launches.

Global Surveyor Spots Martian Solar Eclipses
      ------------------------
Using its wide angle camera, the Mars Global Surveyor has been
lucky enough to spot several instances where Mars' moon Phobos
passes in front of the sun, casting a shadow onto the Red Planet.
As Phobos is only 13 km across, and quite close to the planet,
solar eclipses are very common, occurring several times a day.

U.N. VOTES TO PREVENT SPACE ARMS RACE, U.S. ABSTAINS
      ------------------------
A recent United Nations resolution to protect space from the
potential of a future arms race was passed 138 - 0. The
resolution would call on nations to "contribute actively to
the objective of the peaceful use of outer space and of the
prevention of an arms race in outer space". The U.S. and
      Israel abstained from voting.
