Beagle 2 should not have got off ground

THE British-led Beagle 2 mission to Mars was so seriously flawed
from the outset that it should have been cancelled five years
before its launch, a report suppressed by ministers for eight
months has revealed.
The project should have been abandoned by the European Space
Agency (ESA) in October 1998 when it failed to meet a funding
deadline, according to the official inquiry into its loss.
Its conclusions were published in full for the first time
yesterday, when the Government released the entire report of the
investigation it commissioned with the ESA.
Though its 19 recommendations were published last May, the rest
