The San Francisco earthquake occurred early on the morning of April 18, 1906.  That same day Theodore Roosevelt sent a telegram to Gov. Pardee offering sympathy to the people of the city and the state and offering whatever assistance might be required.  TR and the United States government did play a significant role dealing with this disaster.  However, given that the damage was largely confined to the city itself, the outlying areas and the rest of California were able to provide much more help than is the case of the Katrina disaster which, as we all know, paralyzed the greater part of three states making rescue and rebuilding efforts much more difficult.  The following site give interesting information about the San Francisco fire.  Also, there are some interesting telegrams in The letters of Theodore Roosevelt, ed Morison

Different times, different tragedies, and different expectations, of
course. But, what DID TR do and say after the San Francisco Earthquake
      and fire?  Gary Clinton
