It save a few dollars.
I was told by the MVA Emission Testing clerk that it has to do with the Prius getting an EPA combined rating of 50 mpg.

Anytime anyone uses the word ANY, thier arguement is suspect.
In Los Angeles, in the kommunist state of kalifornia, Gen II Prius do not have to be smogged, ever... part of the agreement of the PNZEV.
