        Try something like this.

        MailMessage: TMailMessage2000;
        MailMessage.SetLabelValue('X-Priority', '1');

        There are many different
        mail client implemantations,
        each writing different X-Priority Header.

        Sometimes
        X-Priority: 1 (Highest)
        X-Priority: 1 (High)
        etc.
