A principle of administrative law
 While it is clear that the legislature can confer on administrative agencies rule-making
functions to be performed in connection with their administrative duties, it is equally clear that
it may not confer legislative power upon the administrative agency, and that if the legislature
has acted in a specific area, the administrative agency may not adopt a rule in conflict with the
