      There is another class of matter which must by law be admitted to the status of evidence.  This is matter of record.
      How to make a nonjudicial record admissible as evidence is stated in Title 28.  Basically, the record must be certified by the judge of the jurisdiction having the record and the prothonotary of the court must certify the judge has an oath of office in effect.  For the exact terms to use, refer to the section in Title 28.
