      high seas is what you say, however, the same jurisdiction exists in any place not in the jurisdiction of any State. so, high seas has become a shorthand for all those words and for maritime juridiction.  check out the special maritime and territorial jurisdiction and check out maritime in insurance causes.
       
      "Either way, there is no application for any use of the high seas upon dry land."  check out the Propeller Genessee case where it was admitted congress could extend the admiralty jurisdiction to commerce, generally, under the regulation of commerce power, which in due time is what was done.
