      at page 238 of the ruling--------------------------

      "Until such laws have been tested by exceptions to their constitutionality,
      ..."

      So why does the Court affirm, that laws can be tested for exceptions to their
      constitutionality?

      Because the laws are only presumed to be constitutonal!
