        A valid Treasury Regulation is one adopted by the Secretary of the
        Treasury in accordance with the Federal Administrative Procedures Act
        [Title 5, U.S.C.A., secs. 551 et seq.].
        It is originally published in the Federal Register.
        If a Regulation is required to be published in the Fed. Reg. and
        isn't, it has no effect on anyone outside government employees.

        The Code of Federal Regulations is a codification of all Federal
        Regulations [from the Federal Register] in a "convenient" form
        arranged by topic or subject matter [according to the CFR's editors].

        If considered/submitted as Evidence, the text of the Regulation as
        published in the Federal Register prevails over the text as published
        in CFR.
