      The doctrine of stare decisis is a fundamental component of the rule of law, as it promotes stability, certainty, and uniformity of judicial decisions. See In re Title, Ballot Title, & Submission Clause, & Summary for 1999-2000, No. 29, 972 P.2d 257, 262 (Colo.1999). Indeed, it "permits society to presume that bedrock principles are founded in the law rather than in the proclivities of individual[ ] [judges]. . . ." Vasquez v. Hillery, 474 U.S. 254, 265, 106 S.Ct. 617, 88 L.Ed.2d 598 (1986).
