      26 USC § 5000A - Requirement to maintain minimum essential coverage
      (g) Administration and procedure
      (1) In general
      The penalty provided by this section shall be paid upon notice and demand by the Secretary, and except as provided in paragraph (2), shall be assessed and collected in the same manner as an assessable penalty under subchapter B of chapter 68.
      (2) Special rules
      Notwithstanding any other provision of law—
      (A) Waiver of criminal penalties
      In the case of any failure by a taxpayer to timely pay any penalty imposed by this section, such taxpayer shall not be subject to any criminal prosecution or penalty with respect to such failure.
      (B) Limitations on liens and levies
      The Secretary shall not—
      (i) file notice of lien with respect to any property of a taxpayer by reason of any failure to pay the penalty imposed by this section, or
      (ii) levy on any such property with respect to such failure.

        Ignorance rules!

        I have lately undergone quite a change in my life due to huge losses such
        as being assulted and battered out of my wheelchair twice in one day and
        then that night having my house fire-bombed, then I got the loosened tooth
        and the broken one removed and then the resultant pneumonia. The fire hit
        30 years of books and records of all types. 2/3 of all my stuff is gone,
        stuff I used to sell as needed to get by day to day. To make matters
        worse, two out of three local casinos I used to work over for daily change
        have made themselves not worth the effort, and the last one just gave a
        20% pay cut in their program, so the pressure is on even more to increase
        the winning rate. Still, every trip adds to the weight of the nickels
        bucket. There have only been a few days resulting in less than 20 nickels,
        with most bringing about 350 - 700.

        I have a lot more free time now as the animals I used to spend an hour and
        a half a day on got burned up in the fire. This past week most of my
        freetime has been trying to get my computer working again. I lost all my
        saved e-mails from my groups.

        Due to the fire, and the suspicion that it may have been started by me,
        I've had a lot of contact with "the system" recently, at all levels.

        No need to worry, ignorance and incompetence rules. If you have any plan
        for the future collapse, you're way ahead of the majority. Like the law
        above shows, most of them have weasel words allowing a careful reader to
        find a way to avoid unwanted aspects. After all, there is no law anymore:
