      Of course, because as readers of this list and few others may know, HJR
      192 was repealed, as shown in a file in this list's archives. The
      article failed to mention that though, and referred to it only as
      "legislation".

      The other clue is the word "paid" which is different than "discharged".

      Payment can only occur with the transfer of rights to substance, not
      with anticipated future discharge of debt.
