      Hello People.
      The people that take the general laws passed by Congress aka Bills, are call code writers.  Congress has different segments of various laws written into bills they pass.  The code writers sift through the Bills passed and take each law and apply it to the code they think it applies to.  Needlessly to say alot of the time the wording is taken out of context and adjusted by the code readers and placed where they think it should go.  You can FOIA (Freedom of Information Act) for the job descriptions.  Been there done the FOIAS.
