      Any pro se litigant can cost your town thousands of dollars simply
      because your county clerk didn't do his/her job. It doesn't even have
      to be a local pro se litigant. It could be someone just like June
      passing through your town who got a traffic ticket. All she has to
      do is use Service of Process to sue your town over a simple traffic
      ticket because she appeared in your town court and paid a fine and
      found out the justice didn't have an oath of office on file with the
      county clerk. She will have been damaged by a non-judge. And she
      doesn't even have to win to get satisfaction. Any halfway decent pro
      se litigant can cost your town $5,000.00 or $10,000.00 in legal fees
      defending a lawsuit over a $50 or $100 fine. For some it becomes a
      matter of principal. Just a couple of times like that and the word
      goes out for the cops to leave 'em alone... and the pro se litigants
      know that. The lawyers will love them because they get $150 or $250
      or $350 an hour defending your town. Lawyers are experts on billable
      hours. Do the math. It doesn't take much time to rack up or five or
      ten grand in legal fees. And it is going to come out of your hide in
      the form of even higher taxes.
