      Well, the bastards at IRS changed the regulation under 6020(b) in violation of both statute and authority.  They are stating (by their own regulation and NOT statute) that they can fill out a Form 13496 and then signed by them creates the liability.  They left out one thing - they didn't cite the authorizing statute (Not Title 26, but the statute itself - 26USC not positive law - statutes must be cited).  They didn't state the form(s), except Form 941 (Employer's return)
