You can always go the "Starter Box" way: 6 Imperial Wargalleys per side, Empire vs Pirates, no wizards in the first game to keep things simple. Then you can

I think the best way to train players is with 2 sides of empire. 1 greatship, 3 galleys and a wizard(high level for more amusement).  That will give them all

I agree. Don't give the Dark Elves to a new player too quickly. They will not see the main interest of the game : sail moves, carefull placement, canonade...
