*Shaimiev And Chubais Press Conference
During a press conference on 2nd December president Shaimiev negated the
possibility of uniting the Fatherland-All Russia bloc [OVR] and the Russian
Communist Party. Being one of the bloc's leaders Shaimiev admitted that
some journalists representing the interests of OVR's rivals could
intentionally create such gossip in order to distract its supporters.
Commenting on the visit of Right Forces Union Leader Anatoly Chubais to
Kazan the same day he said, "every society must have a locomotive to develop
progressive ideas, even if those ideas are not yet comprehended by
society." Shaimiev stressed that while being a centrist on political issues,
OVR took a right-wing centrist position on economic issues.
During the same conference Anatoly Chubais said he was "glad to see a big
number" of his "supporters in Tatarstan, as was revealed by recent
polls." Chubais said that in his opinion the percentage of his Right-wing
Forces Union supporters in Tatarstan would be higher than the average
figures across Russia. He also stated his discontentment with the anti-OVR campaign
by some of the Russian media, emphasizing that besides freedom of speech
there also must be some ethical conduct and that freedom of speech and other
human rights were violated from the very beginning of the election campaign.
*An Agreement Between Tatarstan And United Energy Systems To Be Signed
The Director of United Energy Systems [UES] Anatoly Chubais visited Kazan on 2
December. During his meeting with Tatarstan's president Mintimer Shaimiev it
was acknowledged that working groups of UES and Tatenergo Company were
finishing the preparations for the treaty on sharing powers between the
republican and federal governments in electric energy systems maintenance.
Anatoly Chubais said that after the terms of electricity transition via
Tatarstan's territory were settled between UES and Tatenergo the agreement
would be signed in Moscow.
*Greater Volga (Bolshaya Volga) Association Meeting
On 2nd December Tatarstan's president Mintimer Shaimiev and the republic's
parliamentary speaker Farit Mukhametshin visited the capital of the Mordovian
Republic Saransk to join the conference of the Greater Volga regional
association, the Tatarinform agency reported the same day. Reportedly Russian PM
Vladimir Putin participated in the conference discussing future economic and
social development and present environmental problems of regions around the
