Thanks for your advice. I'll be giving it a go on the weekend. I've got a
2.8mm clearance drill to try. I try on a scrap first before I start turning
the double pulley.

I would be tempted to ream 3mm, if the fit is too loose, try
painting the shaft with nail varnish, then push the pulley on. You
could use epoxy, but it's a bit OTT.
