      Top is Internet Explorer 7 rendering,

      Bottom is Seamonkey (Mozilla Engine) rendering

      Most of source-code can be seen on right, will supply complete on request.

      What is the solution for consistent rendering ?

        <!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.01//EN"
        "http://www.w3.org/TR/html4/strict.dtd">

        'quirks mode'

        Then output and :hover behaviour is identical.

        I would like <!DOCTYPE html>

        Is having two Doctypes legal, surely must be first line in
        document ??
