If you’re referencing http://www.w3.org/Graphics/SVG/1.1/DTD/svg11.dtd
then you’ll need to grab that file plus all of the .mod files that don’t
have “-tiny” or “-flat” in their names.

Is there a way to make your DOM parser not fetch DTDs (assuming you’re
not using it for DTD-based validation)? The SVG one doesn’t declare any
useful entities or anything.
