continuous stroke-width with nonuniform scaling ?

      .. the horizontal lines are ten times as thick as the vertical lines.
      Is there a way with svg to suppress the scaling of the stroke-width?
      CAD-systems usually do transform distances and coordinates but not
      the width of lines according to the rules of technical drawings.

      Am i missing something here or is this effect intented by the svg
      committee?
