Well some of the qualities actually make things cheaper, like Limited Ammo or Unreliable (I'm just going to post that one), and come with the weapons by default.
How about making a base cost for each class of weapons, like
Melee Weapons +2 fair
Projectile Weapons +4 Great
Energy Weapons +4 Great
Exotic Weapons +7 Epic
Then things like Limited Ammo would be -1 cost (knocking projectile weapons down to +3), while most others would be +1 cost.
I'm guessing since the price categories are broad some qualities might be +0 though.
Also Military (as currently) could be a +1 cost?
