it had been always presented, actual Canon shows that is the case, she
is a construct, (as seen in FC and VOY) something made by the Borg
Collective to act as one voice (FC)when dealing with authority driven
species(TBOBW), and therefore easily recreated from specs already
known to any Collective.
So what Data and Picard killed was the queen constructed during the
events depicted in FC, the queen Picard recalled was the one
constructed when the events leading to Wolf359 unfolded and she was
destroyed then. She "survived"because the Borg, contrary to most
humans, had their backups updated.
As for how is she constructed, Canon had shown how the queen has an
organic component coming from a drone and a cybernetic part to where
the organic part is attached.
