• If the 5v rail is at 5.02V, then, if R61 = 1k Ohm and R62=100 Ohm, you would get approximately the result you have mentioned. Check R62; compare its color

Jim,

1) I am not sure, it can vary. The main thing is whether all the voltage readings are correct. Did you have USB connected?

2) Robby says "R61 and R62 form a voltage divider off of the 5 volt rail." So are they the correct values in the correct position
and soldered well?

Being color-blind, I ALWAYS follow my instruction to use the Ohmmeter vs. the color code.    The only use I make of the color code is (with my XYL's assistance) to initially sort out the resistors into like stacks.
