      Without modification it works up to about 15 MHz. At higher frequencies the voltage drop on R14 gets too large, as the current consumption goes up to about 41 mA at 30 MHz (see an image in Files section). R14 should be reduced to 10 - 20 Ohm or even shorted for working with lower voltages. I think its purpose is to take some power dissipation off 78L05.
