appears to be incorrect, they're missing the < >, e.g. I get a
response that starts

based on RFC2387 and RFC822 shouldn't Content-Id be ?
and start changed to include the < > as well ?
Apache SOAP 2.2 also appears to be wrong, it puts the <> on the
content-Id header, but not in the start attribute.
