      Ooops. My fault. When "Z" was on the end I localized to my local time zone.
      When there was a +HH:MM or -HH:MM I adjusted for the timezone but forgot
      to localize to my local time zone after that. All the other servers worked
      because they all used "Z" on the end. The MS sites are including the time
      zone offset so they were they ones failing for my code.
