      If you ask me, they are just throwing road blocks up. at this point eddy i think you should consult a lawyer. The ACE does thousands of projects every year. they know the proper steps it take to get something done. they had to of known about this a year ago when the first request were made. it may be time to step over the boise department and attack it at a regional level.
